I see this markup in the web capture form code script.
1.) Why is it marked like that and disabled and
2.) what is the function of it/what is it supposed to do if you enabled it?

It looks like a commented ( html) statement , which it is to include main suitecrm javascript file.
To Do -> may be added for future for any specific purpose.

The question is of course 1.) why it is uncommented (and by do disabled) and 2.) what function it has with the form, plus 3.) what it would do to the web form if you enabled it.

Here are your answers.
- it is final and merged and minified javascript file used by suitecrm.
- it is disabled as it does not having any job in current web form ( may be in future).
- enabling it should not affect anything.
