I want to change the logo of suitecrm so I go to “locale” to upload a new one but it does not stop loading and the new logo does not upload.
Should I touch the code?

Have you tried uploading the logo from Admin → System Settings?
Also, please perform a Quick Repair & Rebuild in Admin → Repair?
What are the permissions on your SuiteCRM instance?
The logo file must not have a space.
And please make sure your logo format is PNG or JPEG.
