Can't edit labels (empty list).

Hi all!
I’m trying to edit labels in new package in module builder and when i click o “Labels” an empty list shown (see the screenshot).

Need for your help to fix this. )

My system:
Version 7.11.8 | Sugar Version 6.5.25 (Build 344)
Debian Linux 10
PHP 7.3.9-1
10.3.17-MariaDB-0+deb10u1

Don’t know if related but please apply this fix manually and let us know if it works:

The other option is to modify labels manually on the files but I think we should start here.
