Cannot enable History subpanel in Accounts module

I am new to suitecrm. I was hoping someone could point me in the right direction. I renamed the Accounts module when setting the CRM up. I was recently asked to add the ability to attach notes to an account. I went to enable the History subpanel for the accounts module. It displays like this, and I cannot enable it. Is there anything I need to do to get this working so I can enable the History module?

Quick Repair & Rebuild in Admin -> Repair, also check permissions globally.

Hi Will, Thanks for the response. I’ve tried what you suggested and no luck. I am logged in as Systems Administrator so I think my permissions should be fine. Let me know if I have misunderstood your point about permissions?

Is there anything else I should check?
