Continuing the discussion from About mass email with personalised name:

You cannot send a marketing email until your target list has at least one entry. You can populate your list after finishing. i am getting this error while creating campign even in my target list entry are there but still getting error

If you go to the Target Lists module, and go into that Target list, do you see any items inside it?

You might want to watch this first. Setting up email campaigns are quite complex and have many nuances.
