Bug: Email SMTP is not working

i have 2 environment where i have upgraded from 7.3 to 7.4.1 and a fresh installation of 7.4.1 where out bound emails are not working

Here are below error in front end: Error:SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting

in suitecrm logs:
11/17/15 15:43:50 [2092][1][FATAL] SugarPHPMailer encountered an error: An outgoing mail server is not configured to send emails. Please configure an outgoing mail server or select an outgoing mail server for the mail account that you are using in Settings >> Mail Account.

Its known issue but i have not found any resolution on community.

Using RobB advise we managed to solve this

I am facing same issue.
I am using suitecrm 7.6.4 deployed on google cloud.
Everything is fine just can’t do email setting for outbound email.

Its showing Error:SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting

you can use mailgun to resolve this issue

smtp port is blocked on most cloud platform for security purpose
