When I add the additional status and hit save(drop down editor), It does not appear to save. When I go back to update a case it get the same basic status fields as before I made the field edit. What am I doing wrong?

This looks like you have your permissions incorrect. if you set the permissions and ownership of this should fix the issue.
are you using a Linux or Windows ?

I assume that you are on IIS on windows. following the above link it should fix the permission issue that you are seeing.
