Actions Menu disappear on regular user but working on Admins

I have a strange problem with the version 8.3.0

The activities menu disappears when login as regular user but it works when login like admin.

Any ideas why?

thank you this work!
Only thing is on github ‘History’ appears 2 time and breaks the site if you copy and paste.
