7.11.2 Upgrade fail? "Undefined" labels, Empty Directories

After the upgrade from 7.10.14 to 7.11.2 , I had problems:
For example, the
/lib/SuiteCRM/utilities/ folder was empty.
Possibly others.
Several buttons were labeled “Undefined”

There was nothing obvious in the wizardupgrade log

Is there a way to do a “fresh install” that will maintain my data?

Undefined labels means permission issue with cache/jsLanguage directory and subdirectory.
