Workflow - Sending an email to a CONTACT using matching field from LEAD

How would a workflow be written for this process:

If a LEAD, whose pickup city is X, matches the pickup city of a CONTACT with the same city X, then send an email template.

I’m not sure how to have two modules (LEADS & CONTACTS) cross-reference each other.

Help is needed! Thanks!
