I’m getting this to with a version that I upgraded to 7.7x on my test server. Did you find a solution?
Turns out there was php caching on the server that needed to be turned off. Doesnt matter if you clear the browser cache… and the application cache… turns out… php has its own cache as well. I got my team to disable that on the server.
