I have created a web to lead form associated to a campaign.
I realised that when a new lead is entered and it has the same name as another lead in the same campaign, only the first lead will persist and the others will not be saved so I cannot have two leads with the same name!

Do these leads have the same email address? How is the campaign being suppressed? By ID or Email?

The email address is different.
I created again the form and now it seems to be working. But I have not figured out why it did not work before.
With respect to your question I have not created any target list so the Leads list is populated but (unless I check the databas) I don’t know how to see what suppression method is used for web-to-lead forms.
