user creation access to a regular user

Is it possible to allow a non admin user to get access to edit/create the user account in SugarCRM Community Edition 6.5?.
please help me asap if anybody has done this before.

No, You can’t . Admin user only can create new users. You can create new user using Admin user’s session id
