I just saw that there isn’t just the one default upgrade package, but a “upgrade patch” package too?
Do you have to/is it mandatory to run that patch before the real upgrade package?

The answer is in the Release notes. That patch is a fix for a specific problem; you’re supposed to install it if you have the symptoms.
The issue is a bit confusing because it addresses a problem in the system you are upgrading from, not the one you are upgrading to, so it keeps applying to new versions (until all the old versions out there have been upgraded…) sigh

I haven’t experienced any issues with my system which I am aware of. Should I just proceed normally then?

Yes, if your upgrade works, you don’t need the patch.
I don’t know which version you’re upgrading from, but it’s good to have a full backup of all files before upgrading.
