Upgrade from Sugar to Suite 7.1.7 Issues

Used auto installer in my webserver cpanel to install Sugar. then used sugar upgrade wizard to upgrade to Suite 1.7.1 everything went ok and login screen to Suite CRM looks fine. but when I log in I see this…

Host gator wont help…

It looks like the css style sheets are not being loaded, they could be getting blocked on your end some how.
