I am having the same issue trying to upgrade from 7.11.13. My PHP version is 7.3.0, which according to the Compatibility Matrix, is supported. Is there a new upgrade patch?

try installing the latest Upgrade Patch 1.0.1 available here–> Upgrade SuiteCRM - SuiteCRM
and see if that helps
