Error messages at top of Home screen at login:

This is a fresh install of 7.8.2 on Windows 10 Pro. Other installed software:Apache 2.4, MySQL 5.5.54, PHPx64 5.6.30.
I can comment out line 245 but would appreciate an explanation of what this does first.
