Are you saying when you try to hover over any of the menu items within the More menu it disappears?
I just tried this in Chrome on my machine and it was fine.
Are you using an up to date version of Chrome and what operating system are you using?
This is a common issue with Google Chrome. This is not SugarCRM nor SuiteCRM issue
A quick tip to get it working again is:
Restore Down Chrome window and again Maximize Chrome Window
and voila everything works again

I would recommend upgrading to the latest version of SuiteCRM 7.1.x which is SuiteCRM 7.1.6.
I have tried to replicate in 7.1.6 and it is not an issue for me on either Chrome or Chromium browsers.
As said before this is a Google Chrome Issue, especially when using more than one displays connected.
Chrome seems to loose Hover-Focus and needs to either to be Restarted or Restore Down & Maximize to get working again.

I have 2 24" displays running with Chrome open, using the theme and I cannot replicate the issue.
What version of chrome is this on?
Can you make a video/recording of what happens?
Yes sure when it happens again i’ll grab a screen or video/recording and post it here to see.
Basically when browsing Sites with Responsive based themes.
Using 64bit Chrome latest ver. and also Latest Chrome for mac.
But don’t worry this is just a Chrome stupid loose of Hovering Focus (not happening all the times).
I currently use 2 27" displays connected to my Laptop so trust me when i say it’s happening often.
And the solution is to Restore Down & Maximize and Chrome start working well again.
