I think I just figured out the final stage to fixing this problem. Try running Administration -> Repair -> Rebuild Javascript Languages
I have just run this particular repair operation and the button labels have been restored for me.
I was already rebuilding javascript, but I installed the latest version of LTS 7.8.8 (came out yesterday) and the problem was fixed.
