SOLVED
After creating the batch file correctly, scheduling it to run at startup and every 5 minutes after, and rebooting the server, everything is working as I wanted.
It just takes up to 5 minutes to get the email, since Windows Task Scheduler won’t let you run it more often than every 5 minutes (not that I know of, anyway).
I’m glad you got it solved, but your timing when creating Cases, did get better?

Yes it did,
It now only takes 4-6 seconds to create a case. It would be nice to trim that down even more, but it’s not a priority concern at the moment.

I’d love to switch to a Linux based web server, but that also isn’t a priority.
When I do, however, what distribution would you suggest? I probably have the most experience with Fedora, but not sufficient enough to administer a live site.
Ubuntu Server is like the distribution with more How To’s, DIY, etc… Give it a try
