Security Groups Management subpanel doesn't display in Campaigns

Hi
We have one of our instances of SuiteCRM where the Security Groups Management sub-panel doesn’t display in Campaigns. The sub-panel is enabled in Display Modules and Subpanels section. We have worked at this for days and can’t find a solution.

Any suggestions will be greatly appreciated.
