Hi, Is it possible within SuitCRM 7,1,1 so that only the owner of the data can able to see/edit/delete their own data and that other users (other than Admin)
aren’t able to see each other’s account contact information?

You can utilise roles/SecuritySuite to manage user restriction and role management.
