Recycle Bin - is this standard?

I have accidently delieted a record, i looked online and i can see a recycle bin option - however its not in my settings, is there something i need to add?

You can return the record if will edit database and change the value in ‘deleted’ column of the record from ‘1’ to ‘0’.

thanks , ive done this however i swear i saw a recycle bin option somewhere, the problem with changing is deleted is that i need to reassociate all my related records back to it!
