after update the top bar is not view and there are many problem with layout
Start by doing a Quick Repair and Rebuild from Admin menu.
Then, sometimes these are just caching problems and they go away by themselves. Try forcing browser refresh with Ctrl-F5, opening the site on a different computer, or if necessary, clearing the directory cache/themes on your server.
You might have more serious errors, or permissions problems, but first try these tips and tell me how it went.
