right now i see users can change probability% and when i filter based on sale stage excluding close lost - 0%
i do get items that users change probability manually to 0 (maybe by mistake i don’t know why) .
how can i achieve filter that will look on probability% and the user will enter range like 10-100
or greater then 0 ?

I’d like to just double check, is it that you want to be able to Filter by a range of Probability values in the CRM?
If so, you can go to:
Admin->Studio->Opportunities->Fields->Probability
And check the “Enable Range Search” checkbox
This would allow you to search across a range of probabilities:
