I can see in source SuiteCrm that there are included 2 modules (AOP_Case*), but if I click in admin: AOP_settings “Enable portal” and save, nothing is saved and in Contancts I can’t find option to create portal user.

It is included in SuiteCRM. if you find that the settings are not saving when you go back into the AOP Settings your permissions are most likey incorrect which is why they are not saving.
change your permissions, update the permissions in the config.php file and try again.
you will find a number of threads on this form which tell you what the permissions should be.
