on 8.8.1 I’ve got the same behaviour.
A new user sees her dashboard right away - there is no wizard anymore.
There has been a Bugfix in this version:
maybe this bug has been fixed “too good” and now nobody gets the Wizard anymore?
I actually don’t mind not having it - most of the requests I got in projects was, how to remove it.
