Is there a way to force all opportunities to be created only if using the convert lead function. We do not want any new opportunities created unless they use the lead convert.

Have you tried blocking Opp creation via Security Groups?
My only issue is that don’t know if it will also block the conversion process, if so, I’ll have to think of something else…
