Issue for heading bar

Very often, in all modules, the heading black bar hide all X close button layer windows:

  1. with issue http://take.ms/glp3j
  2. vith browser reduce view: http://take.ms/v36z2
    This issue now can solve only reduce the view of browser at 50/60% of normal view
    Solutions?
