I have seen that the first is used in include/SugarFields/Fields/Address/DetailView.tpl and the second in include/SugarFields/Fields/Address/DetailView.tpl.

You can raise the issue. But there is also a possibility that they have created there own custom function.

You can check from your browser console that this first function is defined somewhere or not…

Anyhow, you can report that.
