How to create a library of tasks for reuse on the different opportunities, business, etc?
Avoid having to retype the same tasks to each folder.
Just select the tasks in the library and add to the opportunity, in contact, etc.

I don’t really understand your requirement. Can you detail it further? You can create Tasks in the CRM and then create a relationship from Opportunities -> Tasks for example.
