How to use "Only in Schedule" from the workflow module

I would appreciate if someone can help me on how to use the option “Only in Schedule”, for what it is, how to use it. etc.

Do you have your cron / Scheduler jobs running? Check Admin / Schedulers, there are instruction there specific to your system.
