I have created a workflow to create a call record after creating a new lead. Regarding this workflow call record is creating, and working as expected. However, I couldn’t set up the call reminder workflow before 15mins to call the lead.

Are you still having issues with this?
I don’t believe Workflow has the ability to create Activity reminders that use the Reminders section
(ie this: 
)
However, you should be able to have Workflow send an email itself, with the “Send Email” action, 15 minutes before the Call’s Start Time
Would you be able to pass over a screenshot of your workflow, we can see if anything doesn’t check out?
