This may be some kind of access rights issue, but for some reason adding dropdown values to a drop down list, and trying to change Display Types of “Panels” are not saving.

There is a known issue on GitHub with panels/tabs not working.
The other issue with the Dropdown values looks new to me.
Can you please try reproducing that in this demo (allows admin access):

I did the tests and the panels/tab also failed to save correctly. Thanks for passing on that it is a bug.
As the the dropdowns, I was able to build the dropdowns successfully in your admin environment. So for some reason mine is stuck. I have added my own custom dropdown values directly to the raw files. Could this cause the saves to fail?
Yes, if you have added stuff manually to files and now it doesn’t work, it looks like it could be your fault… 
Sometimes it’s just a missing comma or bracket…

Any suggestions on what files I am looking for to change a panel to a tab? I have been through the modules files but I am not finding where to do this.

If you can find the correct tabs/panel issue on Github, there might be a solution there already, I don’t know…
