Just to confirm does “repair & rebuild” replace the need for enabling “developer mode” in settings?
If we do “repair & rebuild” after each change, then “developer mode” is not needed, correct?

I think these are two different, independent things.
QR&R is an essential step when changing certain kinds of customizations, which are not used directly, but need to be processed into different merged files for use by the system.
Developer mode I am not so sure about, I believe it is a slower way to run your system, but one that avoids some caching issues which complicate debugging. I normally don’t turn on Developer mode, even when developing, but I normally don’t mess much with Javascript. If I did, I would probably need it.
