Hi! I tried to look this up in the documentation, but I couldn’t find an answer. Basically, my company is importing targets and leads and would like to know if those imports are checking against Contacts as well for duplicates or if it’s just Lead imports check Leads and Target imports check Targets. If it’s the latter, is there a way to make it check Contacts as well?

Has your organisation been using SuiteCrm for a long time - or just recently?
If you have already done some Imports - the quickest way to test your question would be to try it yourself. Have a CSV to import and import it as a Contact first -then try import the same as a Lead -and see what happens!
You will also need to think about the complexity - - matching on email address? or something else. Again - doing some quick experiments on your own system first is a great way to explore those complexities.
PS - what version of Suite?
