I don’ t think that is the correct way to “conceptualize”.
Modules don’t have subpanels; it’s the views that have them, to show links to related modules.
Views are configured in Studio.
are there any plans to create a tool which allows end users to configure views when designing a module?

As there are no plans to do this, I’ve decided to build a utility to build packages from combining studio and module builder packages.

That is a cool plugin for SuiteCRM however its not exactly the functionality I was describing.
Your plugin allows users to create reports as subpanels where as I would like the ability to create module packages using just the one tool (module builder) instead of having to build packages out in parts and combining them together manually.
It would also be nice to define what action buttons appear in a popup view,
or what action buttons appear on a subpanel or to officially allow different drop down options for flex relate fields (its crazy they all use the same list as standard)
