Can not add dashlet upgrade from 7.0.2 to 7.1.3

A dashlet won’t add as usual I’m getting an Js error

TypeError: SUGAR.mySugar.currentDashlet is null

A solution to add a dashlet: add new tab to Home page, switch to it, then switch back to main tab, add dashlet. The Dashlet added.

Ensure your permissions are correct and run a Quick Repair & Rebuild in Admin -> Repair.

I’ve tried it from a regular user and the administrator. Both failed.
I also tried from Firefox and Chrome.

I mean the file permissions on the SuiteCRM files. What is your setup i.e. server/operating system/mysql/php version?

My server is Windows 7 Pro x32 / apache 2.2 / php 5.3.27 / mysql 5.6
SuiteCrm source in C:/usr/local/apache22/htdocs/suitecrm. I especially installed apache into other than Program Files directory.

What rights should I set for the folder? Should I run apache service from a real user account instead of NETWORK SERVICE?
