It’s sort of an odd question because if a customer (user) is created then you must have provided the login details. The only difference is when a user is created a password is e-mailed to the e-mail address given during user creation. The steps you’re providing is asking if a module can be created to override reserved administrative operations and the answer is no, as it would be on any platform or any system.
You misunderstood my question. Let me explain again…
My client have requirement where Admin will add multiple users ( Dealers ) with some module rights.
Now when those dealers will login to site, they have to create customers and perform some other operations based on rights.
Customers created by dealers, also needs to login to site and perform some operations based on rights assigned to customers…
Now there can be two ways
Admin creates dealer as regular user
– if so - > Dealer will not have functionality to add users ( lets said customers with particular rights ) with login details
admin creates dealer as system administrator
– if so - > role can not be assigned to system administrator. So cant give particular rights to dealers
Both ways don’t go with my requirement. Can i achieve this with custom modules or Is there any other way to achieve this?

The issue is your planning a vertical three (3) tier operation, when SCRM has a vertical two (2) tier. The administrator must remain top tier and both your Dealers and Customers must be horizontal or vertical descendants.
The role of the administrator is fine (of course,) but the operational level between Dealers and Customers has yet to be planned. However, both are satisfied by differentiating roles including Module access.
