Is it possible to manually change the starting number of the sequence? i.e. start at 15001 for 2015, then change to 16001 for 2016, and so on

You can change the initial starting number for quotes and invoices in the admin section under AOS.
If you were wanting something more automated you would either need to customise the quote number via a logic hook or have a scheduler running which periodically updates the minimum number.
