Allow to update only (not open) cases by email

Hello again!

Can anybody tell if it is possible (in sugarcrm/suitecrm) to allow updating cases by replying to an email and -at the same time- disallow opening a new case by email (permitting to open new cases only through portal/AOP).

It would be nice if this can be done by changing the configuration as a crm admin but it would also be ok if it is possible by making some code changes.
