Is it all possible to turn off/hide the option for users to create a new case?
I would like it merely to display cases already created via Sugar?

There isn’t an option to do this however you could edit the joomla component to remove the new case options.
This would involve updating the following:
components/com_advancedopenportal/views/listcases/tmpl/default.php
components/com_advancedopenportal/views/newcase/view.html.php
