Actions Tab not working

Actions Tab is not working,
On the Home page, SuiteCRM Dashboard is showing but [color=#ff4400]Actions[/color] Tab is missing.
Don’t know the reason. Please suggest me some solution for this.

Try changing the system configuration.

go to Admin->System Configuration

Unselect “Prevent user customizable Homepage layout”

I have admin Access, even I’m also not able to see the “Actions Tab”. SO, not sure this will help me.
What you think is there any issue in installations, I have to reinstall my SuiteCRM as file got corrupted before. After installing SuiteCRM again “actions” tab is missing.
